The short answer
Do you need an influencer license in the UAE?
Individuals who publish advertising on social media in the UAE, paid or unpaid, need an Advertiser Permit from the National Media Authority, which replaced the UAE Media Council. The resident permit is free for the first three years, then AED 1,000. Visitors need a separate three-month permit, AED 500, applied for through a licensed UAE advertising agency.
The regulator
Who issues the influencer licence in the UAE now?
The National Media Authority (NMA) issues it. The NMA states it was established by Federal Decree-Law No. 11 of 2025 and replaces the UAE Media Council. The rules sit in Federal Decree-Law No. 55 of 2023, its Executive Regulations and Cabinet Resolution No. 42 of 2025 on penalties. Applications go through the NMA's e-services system.
The National Media Authority (NMA) states that it was established by Federal Decree-Law No. 11 of 2025 and that, under this decree, it replaces the UAE Media Council. The old uaemc.gov.ae pages now redirect to nma.gov.ae, and the NMA's own service pages send applicants to the e-services system at eservices.uaemc.gov.ae.
The rules sit in Federal Decree-Law No. 55 of 2023 on media regulation, its Executive Regulations (Cabinet Resolution No. 68 of 2024), and Cabinet Resolution No. 42 of 2025 on administrative violations and penalties. All three are listed on the NMA's legislation page, and the first two are published on the UAE legislation portal.
Rules in this area changed in 2025 and the regulator changed name since. We quote the NMA's current service pages, checked in November 2026. Where they are silent, we say so.
Two permits
What is the difference between an advertiser permit and a visitor advertiser permit?
The difference is who applies and how. Residents apply themselves through the e-services system for an Advertiser Permit, free for the first 3 years and then AED 1,000. Visitors on a visit visa apply through a licensed UAE advertising agency for a Visitor Advertiser Permit at AED 500, valid 3 months and extendable up to 6 months in total.
The two permits as listed on the National Media Authority's service pages
| Factor | Advertiser Permit | Visitor Advertiser Permit |
|---|---|---|
| Who it is for | Individuals publishing advertising and media content on social media, websites or other digital platforms, paid or free | Individuals entering the UAE on a visit visa who want to offer advertising content on social media, paid or not |
| How you apply | Yourself, through the e-services system | Through a licensed advertising agency in the UAE |
| Fee | First 3 years: free of charge. After 3 years: AED 1,000 | AED 500 |
| Validity | Not stated on the service page | 3 months; can be extended, up to 6 months in total |
| Documents listed | Digital ID, passport, personal photo, commercial licence | Digital ID, passport, personal photo, commercial licence |
| Processing time | 3 working days | 3 working days |
The NMA lists fees as payable after approval. It does not state on the resident page whether the AED 1,000 after the first three years is a one-off or recurring charge; ask before you budget.
Scope
Who needs an advertiser permit in the UAE?
Any individual who advertises on social media in the UAE needs one, whether paid or not, according to the NMA. That covers residents posting sponsored content, affiliate promotions or brand collaborations, and visiting creators posting advertising through a licensed agency. Gifted products, barter deals and free stays in exchange for posts are not an obvious way around the rule.
The NMA says an Advertiser Permit is required for individuals who engage in advertising activities on social media platforms, whether for financial compensation or not. The visitor permit uses the same wording: monetary or non-monetary purposes. On that reading, gifted products, barter deals and free stays in exchange for posts are not an obvious way around the rule.
- Residents who post sponsored content, affiliate promotions or brand collaborations.
- Visiting creators on a visit visa who post advertising while in the UAE, through a licensed agency.
- Brands and agencies working with creators, who should check the creator's permit before a campaign.
Earlier announcements described exemptions for some categories. We have not found an exemption list on the NMA's current pages, so if you only post about your own business on its own accounts, confirm with the authority whether you are covered before relying on an exemption.
Requirements
What are the advertiser permit requirements in the UAE?
Residents need good conduct with no felony or dishonesty conviction, content that meets the Media Content Standards, completion of the authority's training programme, and no previously cancelled permits or outstanding dues to the authority. Visitors must apply through a licensed UAE advertising agency with supporting documents, have full legal capacity and good conduct, and be at least 18.
For the resident Advertiser Permit, the NMA lists these terms:
- Good conduct, with no conviction for a felony or a dishonesty-related offence.
- Advertising content that complies with the Media Content Standards.
- Completion of the authority's training programme on the relevant laws and controls.
- No previously cancelled permits, and no outstanding financial obligations to the authority.
For visitors, the conditions are an application through a licensed UAE advertising agency with supporting documents, full legal capacity, good conduct, and a minimum age of 18.
Business side
Influencer licence vs trade licence: do you need both?
If brands pay you or you sign contracts through a company, yes: you need a trade licence with a matching activity as well as the advertiser permit. The permit is a personal media permit; a trade licence lets a business invoice, open a bank account and sponsor visas. Options include the Shams Media Package at AED 5,750 for one year.
They are different things. The advertiser permit is a personal media permit. A trade licence is what lets a business invoice, open a bank account and sponsor visas. Both NMA service pages list a commercial licence among the required documents, but do not explain whether every individual applicant must hold one. Confirm this with the authority for your case.
If brands pay you, or you plan to sign contracts through a company, you need a licence with a matching activity, such as media or marketing. Options with published lines include:

Enforcement
What is the penalty for advertising without a permit in the UAE?
Under Cabinet Resolution No. 42 of 2025, advertising on social media without a permit brings a written warning for a first violation, AED 20,000 for a second and AED 50,000 for a third, doubled for further repeats. Continuing after the permit expires costs AED 10,000 for a first violation and AED 20,000 for a second.
Cabinet Resolution No. 42 of 2025, published in Arabic on the NMA's legislation page, sets these administrative penalties:
| Violation | First | Second | Third | Further repeats |
|---|---|---|---|---|
| Advertising on social media without a permit | Written warning | AED 20,000 | AED 50,000 | Doubled |
| Continuing after the permit expires | AED 10,000 | AED 20,000 | Doubled | Doubled |
| Breaching the permit conditions set by the chairman's Resolution No. 9 of 2024 | Warning | AED 10,000 | Not stated | Not stated |
| Breaching the advertising controls in Article 33 of the Executive Regulations | AED 20,000 | AED 50,000 | Doubled | Doubled |
This is our reading of the official Arabic text, not legal advice. Press reports in 2025 described a transition period for existing creators. We have not found that deadline on the NMA's current pages, so treat the permit as required now.
Process
How do you apply for the advertiser permit in the UAE?
Residents apply online: log in to the e-services system with your digital ID, select the advertiser permit service, upload your passport, photo and commercial licence, submit and track the status, then pay the fee after approval. The NMA states a service time of 3 working days. Visitors apply through a licensed UAE advertising agency instead.
- Log in to the e-services system with your digital ID.
- Select the advertiser permit service.
- Complete the details and upload your passport, photo and commercial licence.
- Submit, then track the status: approval or rejection.
- Pay the fee after approval. The NMA states a service time of 3 working days.
Visitors apply through a licensed UAE advertising agency instead. The permit decision is the authority's. Where we help is the business side: choosing a licence whose activities match how you earn, the company documents, your residence visa and the bank file. See business setup in Dubai.
Questions
Influencer License UAE: common questions
Anything else? Ask on WhatsApp and the person who handles it will answer.
Do I need a licence to be an influencer in the UAE?
If you publish advertising content on social media, yes. The National Media Authority says individuals who advertise on social media, whether paid or not, need an Advertiser Permit. If you also run your content work as a business, invoicing brands or signing contracts, you will normally need a trade licence with a matching activity as well. The two serve different purposes.
How much does the UAE advertiser permit cost?
The National Media Authority lists the resident Advertiser Permit as free of charge for the first three years, then AED 1,000. The Visitor Advertiser Permit costs AED 500. Fees are paid after approval. The resident page does not say whether the AED 1,000 is charged once or periodically, so confirm with the authority before you budget.
Can visiting influencers post ads in the UAE?
Yes, with a Visitor Advertiser Permit. The NMA says it is for individuals entering the UAE on a visit visa, applied for through a licensed UAE advertising agency. It lasts three months and can be extended, up to six months in total. Applicants must be at least 18, legally competent and of good conduct.
Is a free zone media licence the same as an advertiser permit?
No. A free zone media licence, such as a Shams Media Package or a Dubai Media City licence, is a business licence that lets a company or freelancer trade and invoice. The advertiser permit is a personal media permit issued by the National Media Authority. The NMA lists a commercial licence among its required documents, so many creators will hold both.
What is the fine for advertising without a permit in the UAE?
Under Cabinet Resolution No. 42 of 2025, advertising on social media without a permit draws a written warning for a first violation, AED 20,000 for a second and AED 50,000 for a third, doubled for later repeats. Continuing after a permit expires is fined AED 10,000 for a first violation. This is our reading of the official Arabic text.
Does posting gifted products count as advertising?
Very likely. The NMA's permit wording covers advertising on social media for monetary or non-monetary purposes, and paid or free content. A gifted product or free service in return for a post is a non-monetary arrangement. If you are unsure whether a specific post counts, ask the authority before publishing rather than after.
Who replaced the UAE Media Council?
The National Media Authority. Its mandate page says it was established by Federal Decree-Law No. 11 of 2025 and that, under this decree, it replaces the UAE Media Council. Applications for the advertiser permit still run through the e-services system at eservices.uaemc.gov.ae, which the NMA's service pages link to.
